Cyndi Foreman, fire investigator for Rincon Valley and Windsor Fire Protection Districts, was early to arrive to the Larkfield/Wikiup and Mark West Springs neighborhoods as the Tubbs Fire was rapidly spreading on Oct. 8, 2017.
